Question
Is it the intent of FBC Residential Section 110.3, electrical #3, to require all electrical fixtures, components, circuit breakers and receptacles installed, and energized for a final inspection of the electrical system?

No. The code does not require an inspector to test arc faults or gfci receptacles for operation, it does require them to be inspected for proper location and connections.
Commentary
Luminaires, equipment, circuit breakers, switches and receptacles as required by the code should be in place and checked for proper connection OR protected, such as with a blank plate. Luminaires required for egress illumination and other life safety items should be required to be in place. As far as power being turned on please check with your local authority having jurisdiction.
