Question
Is it the intent of Section E3402 and E3403 to require a permit and inspection for electrical work and parts of the existing structure and systems that may be affected by the work, such as rated assemblies? Is the installation required to be completed by a qualified person or licensed contractor due to this not being specifically covered by the FBC-R and then referring to the NEC Article 400.7 (A) (11) which requires the connections to be from a wiring method recognized by Chapter 3 of the NEC?

Legrand identifies this as a product that can be installed without an electrician. The product has been approved by the Nationally Recognized Testing Lab ETL Intertek, which is a Nationally Recognized Testing Laboratory (NRTL). In many municipalities, as long as the instructions were followed, a permit for installation may not be required, regardless of who did it. It is best to check with the local Building Official to ensure the interpretation and application in each specific municipality.
