Question
Is it the intent of the code to exempt recessed showers (exception #3 of section 2709.2) from the requirements of code section 2709.4.

Yes. Section P2709.4 only applies to showers having pans or linings. Section P2709.2, Exception 3 exempts concrete shower recesses constructed in accordance with the section from linings, so such showers are not required to utilize the drain type that is required for linings.
