Question

Is it the intent of 302.3 to require a 1 hour separation between duplex units within a screen room which has a metal skinned roof and walls of screening which is attached to the main structure at the fascia.

Assuming that the screen enclosure meets the definition of a "Screen Enclosure", then no, because of Exception #3 to Section 302.3 which exempts "Screen enclosure walls of insect screening with a maximum of 25-percent solid flexible finishes".
