Question

Is it the intent of 501.3.1 (2) that the location of the clothes dryer discharge location be a minimum of 10 feet from an operable opening of a building?

No. FBC-M 504.4 is specific to clothes dryer exhaust and merely states "Dryer exhaust ducts for clothes dryers shall terminate on the outside of the building and shall be equipped with a backdraft damper". As such as long as the exhaust terminates on the outside of the building, compliance is achieved.
