Question

For a landing at the bottom of a main entrance staircase leading into a home, may tile or pavers be installed on the surface if that makes the first riser from the landing to the first tread less than 7inches?

Section: R311.7.5.1 states that "The greatest riser height within any flight of stairs shall not exceed the smallest by more than 3/8 inch". As long as the end result is within this parameter, the installation would be compliant. Note that the code does not specify a minimum required riser height; the code only limits the maximum riser height and the maximum deviation between riser heights.
