Question

Does the “unless otherwise specified” in C926 and C1063 allow a designer to specify something in their plans that is less than the equivalent of that prescriptively prescribed in the Code or Code Referenced Standards in quality, strength, effectiveness, fire resistance , durability and safety?

No, an alternate method or material must be approved by the building official and must be equal to or better than specified in the code or standard.
