Question
is it the intent of 107.3.4.2 and Florida statues to consider the appropriately trained and licensed contractor, a "design professional" with regard to one and two family dwelling design?

Yes. Not in the sense of the code definition of the registered design professional. However, In function, yes. The section incorporates the section of Florida Statute that imparts special recognition for contractors allowing their designs to be considered equivalent to those of architects or engineers.
