Question
is it the intend of 107.3.4.3 to allow division 1 contractors with specialized continuing education to perform windload analysis and design windload specifications for 1 and 2 family residential structures to meet the code with the same methods of analysis as a registered design professional and certify the design as equivalent to a design professional?

Yes. although the Section cited is incorrect. The provisions are located at Section 107.3.4.2. In addition, Florida Statute extends the provision to swimming pools, spas, screened enclosures, and any other structure not exceeding 1,200 square feet or one story in height. (Ch. 489.113(9)(b), F. S.) Further, the statute requires the acceptance of such drawings, specifications, or plans when submitted by any licensed contractor. Finally. the statute cited does not require any specialized training for the contractor,
