Question
Does this section allow for a building inspector to accept an affidavit from the contractor in lieu of a visual inspection For "hidden fasteners" ?

This is a local determination by the Building Official, however, it is the duty of the permit applicant to make certain the work meets the code and approval or acceptance of an affidavit does not constitute approval of a violation.
Commentary
In real life, if the inspector has a good history with the contractor and a high level of trust in his work, then the jurisdiction may chose to accept the work based on the affidavit, if only a few areas are in question. It is an AHJ call. Understand that the acceptance of an affidavit is prima facia evidence that the work was not inspected by the jurisdiction.
