Question
Is it the intention of Table R503.2.1.1(1) related to roof sheathing to require clips at edges where blocking or other means of support are not provided?

The Table may not require edge clips. Based on the span rating of the sheathing and whether or not edge support is provided, edge clips may be used as a method for edge support. At some spans, edge support is not required, ergo clips are not required.
