We have a contractor that is proposing to use a spray-applied polyurethane foam plastic insulation. The contractor is not intending to apply an Ignition barrier due to an exception in their Foam Insulation Evaluation Report stating “Entry to the attic or crawl space is only to service utilities, and no storage is permitted”. The insulation company proposes to leave a notice that states “No attic storage permitted” at the attic access.
Would it be a reasonable interpretation by the Building Official that if there is attic storage space available, the homeowner &/or future home owners will use that space for storage, thus requiring the Ignition Barrier/Intumescent Coating?

Yes, a thermal barrier is required. According to R316.5 posting a sign is not one of the exceptions listed
