Can a commercial business operate an open RV & Boat storage yard / facility without providing plumbing facilities on site?

No. While it is open storage, there will obviously be persons present as is evidenced by the boat wash area. It is not uncommon for persons to spend time washing and waxing and doing minor maintenance on RVs or boats at such facilities. It is possible that a single facility for both sexes could be provided depending on the occupant load of the area.
