Question

is it the intent of the code that in section 804.2.2 ex 2, the term "floor area" shall refer the ENTIRE area of the floor of the building on which work is being performed?

The work area does not always mean 100% of the floor area. It means only that area in which changes are being made. There could be other reasons for requiring the installation of fire sprinklers on the floor. The most likely is a change of use, or occupancy classification.
