Question
When roof drains are primary, do scuppers need to be 2 inches above the finished roof?

If scuppers are being provided to drain overflow water, yes. If scuppers are the primary drainage, they are required to be placed level with the roof surface in a wall or parapet. As a secondary system, where required, scuppers must be at least 2 inches and not more that 4 inches above the roof. See 1503.4.2.1 of the building code.
