Question
The first sentence of 1029.1 refers to R-2 and R-3 occupancies. The second sentence refers to EERO's required at basements, second and third floors. Does the second sentence depend on the first or is the second sentence entirely independent of the first?

It is independent of the first. In the IBC commentary it notes basements typically have a single means of egress without alternate routes.
