Is it the intent of the code that all exterior doors, including

As per the code section sited in the request, the door must be labeled by the manufacturer, not the distributor. The listing agency sticker with the windload testing must also be applied at the factory, not after it left the factory. Notify the listing agency about the mis-application of the label and the practice will get corrected.
