Question
Is it the intent of the swimming pool definition that "Any structure intended for swimming, recreational bathing or wading that contains water over 24 inches deep" be considered a swimming pool and others items are nor considered a swimming pool? If a structure is less than 20 inches deep, at deepest point and intended for dogs, should this be considered a swimming pool?

At 20" in depth, it does not meet the definition of a
residential Swimming Pool as listed in 4501.2 Definitions.
