Is it the intent of the code that even exterior steel doors meet the labeling requirements of 1710.5.1.1?

It depends on which Section of the code is used for
compliance. The code provides two methods: 1710.5.1 or 1710.5.2
In the 2014 Florida Building Code, section 1710.5 states,
Exterior window and door assemblies. The design pressure
rating of exterior windows and doors in buildings shall
be determined in accordance with Section 1710.5.1 or
1710.5.2. The design pressures, as determined from ASCE 7
are permitted to be multiplied by 0.6.
The code and the standards are material neutral as well
hence they apply to steel doors.
If you choose section 1710.5.1 to demonstrate compliance you
will have to test to AAMA 101�, etc. to demonstrate
compliance AND label the door.
If you choose section 1710.5.2, you have to demonstrate
compliance through testing for structural strength using the
ASTM E 330 standard. No reference to a label is made.
