Question

Is it the intent of M1601.1 to require Florida Licensed Professional Engineers to use ACCA Manual D to size ductwork in residences, or may a PE use standard procedures as outlined by ASHRAE and typically used in commercial applications for sizing ductwork?

No, the Section cited specifically states "or other approved methods". There is no problem with accepting a design by ASHRAE, with careful evaluation a local authority could accept a manufacturer's program, but it would be a local determination.. If the jurisdiction where the referenced project is not accepting the manufacturer's program, that is fully within their authority.
