Is it the intent of 222.4.2 (and 2222.5.1) to apply to metal roofing panels?

Yes, in the HVWZ area. Note, there are some higher wind requirements in a few areas outside the HVHZ areas. The HVHZ area is restricted to Miami/Dade and Broward counties.
