Can you please clarify the informal interpretation #7010 ( Cabinets )?
Is the intent of the interpretation that if electrical work is required that only an electrical permit be required or both an building permit for the cabinet replacement and also an electrical permit?
And what if no electrical work is being performed but as in any cabinet replacement project the sink will need to be disconnected and most often the sink will be replaced hence requiring a plumbing permit , but will a building permit also be required for the cabinet replacement ?

The question of permitting would be up to the local Jurisdiction. Refer to the Existing Building Code which is where this needs to start. Some cities require permits for kitchen upgrades only when the cabinet layout changes (electrical and/or plumbing concerns); when they get into the drywall or fully change layouts (kicking it into a Level II alteration). If replacing like for like, some cities do not require permits for cabinetry work. The existing electrical should have met code at time the original was done and within the Existing Code we cannot require upgrades.

Always check with your local jurisdiction for amendments, exemptions and the interpretation of the Building Official as this may be influenced by local licensing regulations.
