Question
Could the exception to section 403.3 for parking garages with no parking attendants reasonably be applied to small stand alone unoccupied ice vending machines, not accessory to any other occupancy or support facility?

A free standing ice machine in a parking lot is not an occupancy and is not subject to the minimum plumbing facilities.
