Does this section of the building code override Florida Administrative Code 61G15-31.008 Design of Foundations Paragraph (3)?

The provisions of the FBC must be complied with regardless of the provisions of the FBPE rule. However, we are not able to answer the question as to whether or not the FBC overrides the FBPE rule. This would be a good topic for a joint meeting of the FBC Structural TAC and the FBPE Rules Committee.
