Question

Is it the intent of R318.7 exception 4 to only allow chemical soil treatment and not bait system or termiticide wood treatment if finish patio elevation matches the building floor finish elevation.

No. Replacement of windows comply with Sections 701.2,
704.1, and 706.4.

Commentary

The major concern for replacement windows is to meet the design pressure and opening protection requirements of the code. Replacement of windows is not considered new work, it is removal and replacement. In addition, if the building is a single family dwelling, note that the FBC-R is not cited in Section 702.4. This assumes the existing window sill is lower than 36" above the finished floor and the new window matches the size of the existing. Also, the existing window did not have some sort of limit protection to prevent the passage of a 4" diameter sphere.
