Question
Is the intent of the code to allow wood (structural and/or non-structural) to be not separated from and/or in direct contact with concrete masonry?

No. To reduce duplication, the non-wind related provisions
of the HVHZ sections of the building code were reserved in
the FBC 5th Edition (2014). As a result, base code
provisions which were duplicated for those HVHZ sections are
now the rule. Refer to the Scope at the beginning of each of
the structural chapters of the FBC to determine which code
sections are applicable for the HVHZ. In response to your
question you will find Section 2304.11 addresses the issue
of your concern. This section is noted in the Scope of
Chapter 23 as being applicable in the HVHZ.
