Question
If the lateral bracing members and attachment components of a firewall were all designed to act in conjunction with the firewall as a single fire-rated assembly for at least the duration of the fire/fire-rating as required by code, would this meet the intent for Section 706 of the code?

That would depend on what supported the lateral bracing
members and attachment components. If the lateral brace was
attached to an element other than the fire wall and the other
element collapsed causing failure of the brace, no.
