Question
Is it the intent of these sections to only allow the provisions for the fire sprinkler system and fire alarm system in portions of the building where the work area is involved?

Yes.
Commentary
The FBC Existing is specific in noting that the systems are
to be installed "throughout the area where the change of
occupancy occurs." The reference to FBC, Building is meant to
reference the types and requirements for the systems to be
installed, not the locations.
With that being said, do not forget to refer to section
1012.1 which may have other implications. This section
refers to Chapter 9 of the FBC - Existing Buildings volume,
not the Building volume. Section 1012.1.1 refers to whether
or not a separation exists between the existing portions of
the building and the changed occupancy section. All of the
sections need to be applied, not just a specific one.
