Is it the intent of this section that all dryer venting shall have screws or similar fasteners to be considered mechanically fastened?

Yes to mechanical fastening. The code clearly states: "... and
shall be mechanically fastened". The codes does not. however,
specify the use of screws or rivets. The Section references
Section M1604.41 and other methods of mechanical fastening are
mentioned there, such as crimping. The allowable fastening
methods may rely on the material and in some cases the shape
of the duct. The code does stipulate that screws or similar
fasteners shall not protrude more than 1/8-inch into the
inside of the duct.
