Question

Is it the intent of this section to require a new receptacle be installed on an existing building exterior wall adjacent to a new "open patio area" created by paver blocks at grade? There already exists two receptacles on this exterior wall within a screened area that has a screen door adjacent to the pavers.

No, the ones inside the screen area would suffice
for the required one, if this area was ever
enclosed then an outlet would be required.
