Question
Is it the intent of 607.1 to allow for residential panel changes when required by insurance/home inspectors to be considered as a like for like repair?

If the existing panel is being repaired, the Florida
Building Code, Existing Buildings Volume would apply. This
may allow for broken or non-working items from the same
manufacturer to be replaced provided life safety and the
listing are not diminished. If the working panelboard is
removed and a new product is installed, this could be
considered a level 1 alteration and that work is referred to
the current edition of the Code.
