Is it the intent of Florida Plumbing Code to require personnel access openings (Manholes) in lieu of cleanouts for building drain lines 8 inch and larger inside the building?

No. Section 708.3.2 mandates manholes on 8" and larger
"building sewers." Section 708.3.6 dictates a that a
manhole, "when provided" on a building drain, must have
secured, gas type cover. It does not mandate manholes on
building drains.
