Question
Is it the intent of R310.1 to not allow an emergency escape opening from a bedroom onto a unscreened and unenclosed balcony that has a roof projecting above and is located on the second or third floor?

Yes, because of the explanation in the comment. You can have
an EERO under a deck or porch, but there has to be access to
the public way. Jumping from a second or third floor balcony
or deck is not considered means of egress.
