Question
Is it the intent of section 602.1 and 602.2 that the word "materials" be interpreted as "elements and materials"?

Yes, it includes elements.
Commentary
Materials defined: the elements,constituents,or substances
of which something is composed or can be made.
As stated in the code, they may still be required to be
replaced. "... unless determined by the code official to
render the building or structure UNSAFE ..."
An example could be: Guards on a high-rise balcony certainly
require a safety evaluation.
