Question

Is it the intention of 607.1 to require hot water for hand washing in public restrooms or for other hand washing sinks for all occupancies?

Yes.

Commentary

Section 607.1 clearly states that hot or tempered water shall be supplied for bathing or washing purposes in nonresidential occupancies. See also section 416.5 The Exception was a Florida specific amendment that was not resubmitted.
