Question
Is it the intent of FBC 2322.1.6.that floor sheathing be tongue and groove or blocked at seams and also be glued on both residential and commercial projects?

Yes, insofar as your questions relates to an HVHZ
provision the cited section is applicable for both
commercial and residential constructions. Note 3
of Table 2322.1.6 makes clear plywood edges
shall have approved tongue-and-groove joints or
shall be supported with blocking unless 1/4-inch
minimum thickness underlay is installed or 1/2
inch of approved cellular or lightweight concrete
is installed or unless finish floor is 1-inch nominal
wood strip. Note 3 in the Table also restricts the
deflection to l/360. This requirement must be met
in any room, including the bathroom.

Section 2103.11 has additional requirements for floor
framing and sheathing under tile found in ANSI A 108.
