Question
Is it the intent of section 903.2.6 FBC, exception 3 not to required fire sprinkler system where Day Care facilities are at the level of exit discharge and every room where care is provided has at least one exterior exit door?

Under 308.6.1, if a day care center provides care of 100 or
less children of 2 1/2 years or less of age and the rooms
are on the level of exit discharge and each room exits
directly to the exterior, it is a Group E occupancy.
If the day care center does not meet this exception for
classification as a Group E, then table 1016.2 would be
applicable as an I-4 and fire sprinklers would be required.

Commentary
It appears there is a conflict between Table 1016.2 and
903.2.6 Exception 4 and that the provision providing the
greatest degree of life safety should apply. the Design
Professional, Fire Official and Building Official should
have that discussion.
