Is it the intent of 1018.1 and Table 1018.1 to eliminate the requirement for a fire resistive rating as well as a smoke resistant requirement for an "E" occupancy that has a sprinkler system?

Yes, Depending on the situation, other Codes, specifically
NFPA 101, 7.1.3.1, may require a 1-hour fire rated separation.

Commentary
