Question
Is it the intent of code section 2709 to require a shower pan liner in a recessed slab on grade application where the framed walls are a minimum of 4" above the bottom of the shower recess ?

Commentary
The current FBC plumbing and residential codes do not
directly address the typical monolithically-poured
slab-on-grade shower recesses found throughout Florida.
Previous editions of the FBC provided guidance in the form
of an exception that allowed such recesses without the need
for a shower lining. This was one of many useful
Florida-specific amendments that was not resubmitted for the
5th Edition. Currently there are multiple proposed FBC
changes pending review, that would reinstate the exception
in the next edition. While there may be no good reason for a
shower lining to be installed in a properly-constructed
concrete slab recess, it is currently required unless the
choice is made to propose an alternate method or material to
the Building Official.
