Question

Does the code require reroofing to follow chapter 7 (Alteration - level 1) or can reroofing follow Chapter 6 (repairs)? See definition below for repairs.

Yes, Section 708 applies to re-roofing, it is titled RE-
ROOFING, 708.1.1 states repairs that exceed 25% of the roof
area or section would then be required to be re-roofed.
