Question
Is it the intent of Table 403.3 FBC14 Mechanical to not require outdoor air for occupants in a commercial kitchen.

Commentary
Since exhaust is required, the air that is exhausted must be
replaced with outdoor air, or air (a subset of which is
outside air) may be transferred from adjacent spaces. This
is the mechanism by which outside air is introduced.
Generally, commercial kitchen exhaust quantities are so
great, that more than adequate ventilation is made available
to the occupants of the kitchen.
