Is it the intent of the code to ensure that the wall is able to stand for the entire duration of fire, regardless of which side of the wall the fire is on?

No, it is the intent that the wall stands for the entire
duration of the required fire resistance rating, regardless
of which side the fire is on.

Commentary

The wall is required to stand when the construction on either side collapses. if the referenced precast/pre-stressed concrete floor members collapse, the wall must stand and stop the spread of the fire for the duration of the requried fire resistance.
