Is it the intent of section R318.6.1 to allow a dwelling to divert all roof drainage to a retention area under the structure?

Commentary
This section speaks to preparation of the area under the
residence, the section cited is a termite protection
provision that is calling for water to be drained from under
the building. Retention is another matter that has its own
requirements. Section R401.3 addresses drainage.
