Is it the intent of the 5th Edition code to eliminate or change the minimum threshold of 25 ppm CO that would
automatically activate a garage ventilation system as
mandated by prior codes? If so, what would be an
appropriate activation threshold of the CO detection devices?
Is the intent for the activation level to be at the discretion the Engineer of Record and/or the Building Official?

The threshold is not in Section 404.1.2.
Commentary
The selected product needs to be installed in accordance
with the manufacturer's recommendations. If the manufacturer
(and the product listing) of a detector contemplates its use
as an activation device for a garage ventilation system, and
if the manufacturer's instructions are followed, the
installation would be in compliance with 404.1.2.
