Is it the intent of 2510.6 Water-resistive barriers to
exclude the use of #15 ASTM D 226 Type I felt since there
isnt any testing available to show equivalent
performance with Grade D paper, even though 2510.6
refers to 1404.2, which specifically requires a minimum of
one layer of No. 15 asphalt felt, or other approved
materials.

While there is a statement by the requester that
the system used is equivalent to two layers of
Grade D paper, the documentation referred to is
required to substantiate the claim. However, I
can find no reference within the code related to
the Federal Specification UU-B-790 cited. The
spec is not cited in ASTM C 1063 or C 926. ICC
Acceptance Criteria 38 addresses Grade D paper.
Perhaps it could be useful to the building official
in determining equivalency. In the absence of a
referenced standard for the code specified
product (Grade D Paper) it would seem that the
determination of equivalency would be a matter
for the building official to approve or not
approve.
