Is it the intent of FBC, Energy Conservation section C402.4.1 exception, to remove all air barrier requirements found in section C402.4 in the state of Florida?

Commentary
Bear in mind this section is for commercial buildings.
Residential has the same requirement R703.2 Water-resistive
barrier. Care should be taken not to confuse weather
proofing with exemptions of air barrier/methods or
materials.
