Question

Is it the intent of section 1029.1 to require ALL R-2 occupancies to be provided with at least one exterior emergency escape and rescue opening for sleeping rooms below the fourth story above grade plane other than the 4 exceptions as noted?

Yes, The code requires EERO for all sleeping area for floors
below the 4th floor for R-2 occupancies.

Commentary

The Florida Fire Prevention Code (FFPC) at Section 30.2.1.2 also requires a secondary means of escape. The FFPC allows other than windows as a means of escape, but windows are an acceptable alternate.
