Is it the intent of 2709.2 (lining required) to require a water proofing method on "all" showers, recessed or not?

Commentary
The intent was to not require linings only when
prefabricated watertight wall and receptor units are installed.
"Built-up" is hyphenated to represent site fabricated.
Otherwise, it would be "built up", no hyphen. Just as a
built-up roof only means an assembly of multiple layers, not
a specific height.
Recessing the slab does not prevent water from soaking
through walls. Recessing the slab does not prevent cracks in
the slab from allowing water to run between the vapor
barrier and slab causing problems throughout the structure.
