What consequence or disciplinary action is there, if any, for the Building Official, to not require a permit for an A/C unit replacement, such as an air handler and condenser split system? In regard to Informal Interpretation Report Number 7557, the original question was asked "Do these Code sections provide exemptions, which would allow a Building Official, in any City or County in Florida, to NOT require a permit for an Air Conditioning unit replacement?" The answer provided was YES, but the Commentary reply indicated "However, while FBC 102.2.5 allows each enforcement authority to administer permitting exceptions, they are not permitted in conflict with FBC, an example of conflict would be if a permit is not required for replacing a mechanical system. If the item is an air conditioning unit, such as a "window shaker", the exemption applies."
