Does a municipal power company need to pull a permit to change out a customer owned meter can while doing an overhead to underground conversion?

Typically, if the service drop, service entrance conductors,

Commentary
With that said, in most of Florida, where the utility is
governed by the Public Service Commission, the utility only
owns the actual meter; everything else past the point of
connection to the utility owned service drop is the
property and responsibility of the property owner and
requires a permit. In addition, if there is a charge for
this work, Florida Statute 489 defines this as contracting
and a license is required.
